According to Xinhuanet, Zhao Jiarong, director of the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission, introduced the formulation of energy conservation supervision methods and improved energy conservation supervision system, which is conducive to the implementation of the newly revised energy conservation law, strengthening the capacity building of energy conservation law enforcement, and improving energy conservation management. The system strengthens the supervision of energy conservation law enforcement and ensures the realization of the energy conservation goals stipulated in the 11th Five-Year Plan.
With the approval of the Tianjin Energy Conservation Supervision Center on December 15, 24 provincial governments (including cities with separate plans) such as Shanghai, Beijing, Zhejiang, Shandong and Liaoning have successively established energy conservation supervision agencies. These energy conservation supervisory agencies have played an important role in implementing national energy conservation laws and regulations and completing energy conservation and emission reduction tasks. However, the law enforcement status, law enforcement authority and capabilities of the national energy conservation supervision agencies need to be further clarified and strengthened.
In recent years, China has issued a series of energy-saving incentives and restraint policies, which have played a positive role in the in-depth development of energy-saving work. However, some restraint policies are difficult to fully implement due to lack of supervision and inspection.
