State Council requires strengthening of urban distribution network construction

Recently, the State Council issued the "Opinions on Strengthening the Construction of Urban Infrastructure" (hereinafter referred to as the "Opinions"), which clarified the key tasks for speeding up the upgrading of urban infrastructure, and clearly stated that it is necessary to strengthen the construction of urban power grids. The "Opinions" pointed out that the development of distribution networks should be incorporated into the overall planning of urban and rural areas, and the construction of urban distribution networks should be further strengthened to achieve coordinated development of various voltage levels. By 2015, the national central cities will basically form 500 (or 330) kilovolt ring network shelves, and most cities will build 220 (or 110) kilovolt ring network shelves.

At the same time, the "Opinions" require that the city's power grids be intelligentized to meet the demand for grid-connected power generation and distributed generation systems, optimize demand-side management, and gradually realize two-way interaction between the power system and users. In order to improve the utilization of power system, safety and reliability levels and power quality as the goal, to further strengthen the key technologies of urban smart distribution network research and pilot demonstration.

It is understood that due to the long history of "re-emergent light supply," the development of China's power distribution network lags behind and there are many debts owed. Although measures have been taken in recent years to increase investment and speed up construction and reconstruction, the problem has not yet been fundamentally solved. There is still a clear gap between the development of the power grid and the international advanced level. Moreover, with the acceleration of new urbanization and the rapid development of distributed power supply, microgrid, intelligent power, and electric vehicles, the load of the distribution network is growing rapidly, and the functions and forms are undergoing significant changes, and the safety and reliability of power supply The requirements of sexuality and adaptability are getting higher and higher. Therefore, the superposition of old problems and new demands requires the acceleration of the construction of urban power grids, especially distribution networks.

Under the unified deployment of the relevant departments of the state, in recent days, the State Grid Corporation of China and China Southern Power Grid Corporation have taken active actions and implemented a series of measures to strengthen the construction of urban power grids. For example, the State Grid issued the "Opinions on Strengthening the Planning and Construction of Distribution Networks" to hold a teleconference on the development of power grids. The "Southern Power Grid Development Planning (2013-2020)" just released proposes to strengthen the urban-rural distribution network. Build and promote the construction of a smart grid. By 2020, the city's distribution network automation coverage will reach 80%.

In addition, "promoting the intelligentization of urban power grids" will not only enhance the power supply capacity of urban power grids, but also facilitate the access of distributed power sources and respond to the impact load of electric vehicle charging and switching stations and charging piles. More importantly, the smart grid is a large-scale system project involving multi-disciplinary, cross-industry and even social change of concepts, which will not only promote the innovation of hundreds of upstream and downstream industries such as new materials, power electronic components, and battery manufacturing. Development will also echo the broader field of development such as smart cities and smart life. Therefore, the "Opinion" is bound to promote the acceleration of this industrial network with the smart grid as the core.
