Entrepreneurial Environmental Protection Workers Restaurant Outsourcing Service Project Tender Notice

On behalf of "Tianjin Entrepreneur Environmental Protection Group Co., Ltd.", the company is conducting an open tender to purchase outsourcing service projects for employees in the entrepreneurial and environmental protection sectors. Qualified bidders are invited to submit their proposals.

II. Project Description
1. Scope of Work: This project includes catering services for staff working at the Business Service Center located on the 19th floor of the Entrepreneurial Environmental Protection Building, as well as wastewater treatment plants (including reclaimed water plants and Zhongshui Company's Kaiying facilities in each factory). Additional related services will be provided as outlined in the project requirements document.
2. Service Locations:
- First Package: Entrepreneurial Environmental Protection Building, No. 76 Weijin South Road, Nankai District, Tianjin;
- Second Package: Zhang Guizhuang Sewage Treatment Plant, No. 629 Hangxin Road, Jinqiao Street, Dongli District, Tianjin; Beichen Sewage Treatment Plant, 28 km from the Outer Ring Road, Beichen District, Tianjin (inside the ring); Xianyang Road Sewage Treatment Plant, No. 2 Haitai North Road, Xiqing District, Tianjin; Jinyu Wastewater Treatment Plant, No. 18 Dongjinchang Road, Bali Town, Jinnan District, Tianjin;
- Third Package: Dongjiao Wastewater Treatment Plant Relocation Project, No. 1 Jingyuan Road, Dongli District, Tianjin; Xianyang Road Sewage Treatment Plant Relocation Project, Chentaizi Village, Jingwu Town, Xiqing District, Tianjin.
3. Service Term: One year from the date of contract signing.
4. Project Budget:
- First Package: 31 yuan/day/person, with 16 yuan allocated for food materials (4 yuan for breakfast per person, 12 yuan for lunch per person) at a fixed rate, and 15 yuan for management expenses. Monthly service is calculated on the 22nd.
- Second Package: 27 yuan per person per meal, including 12 yuan as a fixed fee and 15 yuan for management. No rest days during the month.
- Third Package: 27 yuan per person per meal, with 12 yuan as a fixed fee and 15 yuan for management. Depreciation costs for equipment and facilities will be calculated monthly based on actual needs after on-site survey. The depreciation bid control will be determined accordingly.
5. Subcontracting Arrangements:
- First Package: Catering services for the Business Negotiation Service Center at the Entrepreneurial Environmental Protection Building.
- Second Package: Catering services and other related services at Zhang Guizhuang Sewage Treatment Plant, Beichen Sewage Treatment Plant, Xianyang Road Sewage Treatment Plant, and Jinyu Wastewater Treatment Plant.
- Third Package: Catering services and other related services at the Dongjiao and Xianyang Road Wastewater Treatment Plant Relocation Projects.
III. Supplier Qualification Requirements (Substantive Requirements)
1. Must be a legally registered enterprise within the People’s Republic of China, providing an effective "Business License (copy)" with business scope covering catering management and cleaning services.
2. Bidders for the first package must provide at least one Level 1 chef and corresponding staff, two Level 2 chefs and staff, and one pastry chef with staff. At least 15 management personnel must hold valid health certificates for food processing practitioners.
Bidders for the second package must have at least 4 Level 2 or higher chefs, all employed by the bidder. The number of project service and management staff should not be less than 16, and they must possess valid health certificates for food processing practitioners.
Bidders for the third package must have at least 2 Level 2 or higher chefs, all employed by the bidder. There should be no fewer than 8 project service and management staff, and they must hold valid health certificates for food processing practitioners.
3. The bidder must not have any major violations in business activities over the past three years (2014–2016), and the project staff must also have no such records. A written commitment with the company's official seal is required.
4. Provide proof that there have been no major food safety incidents in the past three years (2014–2016). A written commitment with the company's official seal is required.
5. Bidders must provide certification documents for raw material suppliers (grain, oil, meat), including business licenses, hygiene permits, or food circulation permits. These documents must be copies with the bidder's official seal.
6. Provide a valid food business license, with the main business being canteen operations.
7. Provide third-party test reports for food containers and tableware, ensuring compliance with GB14934 "Food (Drinking) Disinfection Health Standards."
8. Bidders for the second package must provide qualification certificates for fuel suppliers (methanol liquid fuel), including the supplier's business license (with the supplier's official seal affixed) and evidence that the business scope includes fuel sales.
9. Bidders for the third package must provide product certifications for canteen processing equipment.
10. This project involves investment and operational cooperation.
11. The project does not accept consortium bids and prohibits subcontracting.
IV. How and When to Register and Obtain Tender Documents
1. Tender Document Collection Period: From December 13, 2017, to December 19, 2017, daily from 9:00 AM to 11:00 AM and 1:30 PM to 4:30 PM (Beijing Time), excluding legal holidays.
