All goods and services listed in the price hearing catalogue and those that are not included in the price hearing catalogue but need to be heard are automatically included in the cost supervision and examination catalogue.
The method is clear, and the cost supervision and examination system is implemented by combining the pre-price supervision and the regular supervision and examination. If the goods and services listed in the cost supervision and examination catalogue are not subject to cost supervision, the competent government price department shall not set the price.
The specific work of cost supervision and examination shall be organized and implemented by the cost investigation agencies of the price authorities at all levels. The cost investigation agency will implement cost supervision and examination for operators who produce or operate the same kind of goods or provide the same kind of services. If the number of operators is large, the cost investigation agency may select a certain number of representative operators to implement cost supervision and examination. The operator shall accurately record and calculate the production and operation costs of goods and services, and shall not resort to fraud.
The "Measures for the Administration to Formulate Price and Cost Supervision and Examination" will be implemented on March 1 this year.
