"Technical Regulations for Wind Farm Access to Power Systems" Passes Final Appeal

At the same time, the industry standard "Large-scale Wind Farm Integration The Design Specification has also been finalized and submitted to the National Energy Administration. He called for the approval of these standards and regulations as soon as possible to promote the safe and reliable operation of wind farms and power grids.

At the State Grid Corporation of China's Strengthening Wind Power Integration Management Symposium held on that day, Shuyin said that an important reason for the frequent occurrence of large-scale wind power off-grid accidents in the first half of this year was the lack of technical standards for wind power grid integration in China and the lag in legislation.

He said that wind power grid-connected technology standards, including wind farm access, grid-connected inspection and dispatch operation, currently only some countries and industry standards are working, and the standard system is still not perfect.

He introduced that in terms of access, the national standard "Technical Regulations on Wind Farm Access to Power Systems" and the industry standard "Technical Specifications for Large Wind Farm Grid Connection Design" have not been approved; the industry standard "Wind Turbine Low Voltage" has been approved for grid connection detection. The traversal capability testing protocol has just completed the draft for comment; in terms of dispatching operations, the industry standard Wind Farm Dispatching Operation Management Specification and Wind Power Forecasting Functional Specification have not yet completed professional review.

As most of China's wind farms are far away from the power load center, large-scale centralized development and long-distance delivery are required. Wind power grid-connected transmission has once become a bottleneck for development. Therefore, the introduction of the national standard for wind farm access to power system technology has attracted much attention in the industry. The core of this standard is the requirement for wind turbines with low voltage ride through technology. At present, only some large-scale wind power equipment manufacturers in China have this technology. The industry believes that the introduction of this standard will raise the threshold of the wind power industry and accelerate the integration of the wind power industry.

The State Grid currently sorts out enterprise standards for dispatching and operation of wind farms and testing standards for wind power grid connection. Shuyin Yin suggested that the National Energy Administration be able to forward these standards so that before the release of relevant national standards, the wind power grid connection work should be carried out in accordance with the standards of the comprehensive technical standards system to ensure the safe and reliable operation of wind farms and power grids.

Compared with the obvious lagging behind in the development of grid-connected technical standards for wind farms in China, foreign countries attach great importance to the management of wind power standards and grid-connected technologies. Shuyin Yin introduced that Germany, Spain, Denmark and other countries with better development of wind power have put forward strict technical requirements for wind power grid connection, and have established strict wind power grid-connected testing systems through legislation to ensure that grid-connected wind power meets technical standards. Denmark's "Renewable Energy Promotion Law" provides detailed regulations on the testing and certification of wind turbines. Only wind turbines that have passed rigorous testing can be connected to the grid.
